The answer choices are:

G – H → F – P or
F – P → H – G


Would seem like the first choice is wrong because G comes before H so it should be P - F, no?

Exactly.

The first option gets the trigger right, but gets the consequence wrong. "F after P' would look, as you said, like P - F.

The second option, the correct answer choice, is just being tricky by writing the rule in contrapositive form.

If G is before H, F will be after P.

GIVEN:
G - H --> P - F

CONTRAPOSITIVE:
F - P --> H - G

When we write a contrapositive, we're saying, "If the 2nd side isn't happening, then the 1st side isn't happening".

If we're saying, "P before F isn't happening", then we're saying "F is before P.
