How can R/Q go in the second slot as a member if they can only be a part of the project as project leaders?

Sorry, the people on the top of the first two spots should be switched.

Q/R should be over L.

V/W should be over M.

In this game our OUT column always has a minimum of two people to begin with:

Q/R (they can't both be IN, cuz only one can be leader)
W/RV (they could never all be IN, so we'll always see W out, RV out, or all three out)

If T is out, for Q4, then we can add him.

__ __ __ | Q/R W/RV T __

The contrapositive of the 2nd rule is
~T --> ~S
so we can add S to the out column

Our OUT column is essentially full, but there are a few ways those first two OUT spots could go down
Q and W ..... in: R(leader), V, X
R and W .... in: Q(leader), V, X
R and V .... in: Q(leader), W, X

The only sure thing is X will be IN.
