Er. I chose C, considering "Summarizing.." is a good point, however, is it wrong becuz the word "argument"?

I'm sort of puzzled.

The last paragraph discusses some nations responses to the understanding discussed in paragraph 1 and 2 --that it is necessary to focus on human indicators rather than GNP or the well-being of their citizens may be endangered. A shift in focus from solely material wealth, nations doing well according to human indicators regardless of GNP--these are all implications of accepting and actively choosing to focus more on human indicators as a measure of well-being. The paragraph doesn't just summarize the argument, it points out its application.

That does help!

I think I'm bumped by the word "policy", for in the last paragraph I cannot find some words indicating "policy". Then I realized that the decisions made by the nation may be policy.

D is incorrect because the final paragraph is primarily concerned with discussing the actions being taken by some nations. It also details their reasoning behind the decision to work on improving human indicators rather than raising per capita GNP. However, it never attempts to correct a weakness in the political economists' position.

If the question was "the primary function of the second paragraph of the passage is to"
then the answer would be something along the lines of "draw attention to a weakness in the political economists' position." I wouldn't even go so far as to say the second paragraph corrects a weakness because it doesn't really. Rather, it explains a weakness in the political economists' position of believing GNP per capita is the best measure of economic health.

I hope this helps! And if anyone saw this differently, feel free to explain why!
