The final sentence discusses "adjustments". Specifically, this refers to the numerous changes predicted throughout paragraph 3 in the behaviors and expectations of the various players in the publishing market. In describing these adjustments as 'typical' of the period of time between economic models, the author places this particular predicted market shift (the focus of the passage as a whole) in a bigger picture. The author believes this bigger picture "may explain" (line 54) the current behavior of publishers. The matches up perfectly with (B). This bigger picture of the common pattern of changing economic models is the "broader context", and the fact that it "may explain" is another way of saying that it "helps to clarify".
The Unsupported
(A) "too slow" is far too critical. The author says the behavior is typical and explainable.
(C) We might expect a summary statement of the main point of the passage in the final sentence, but that is not what the sentence does.
