Great list of "big author moments"! You nailed the first three.
The last one, 55-58, is borderline, since it's something Scruton said ... but I agree the author is presenting it in a way that shows he implicitly agrees with the position.
As you may have heard me say before, that first but/yet/however/recently is often going to set us up for our Most Valuable Sentence.
Line 6-8 is just that. Look at how close a paraphrase (C) is of that sentence.
The other two line references you mentioned are essentially restatements of that ... 27-31 and 46-50.
I like your passage map a lot. I might beef it up a bit:
1 - intro to F's position and author's problem with it (thesis)
2- counterexamples to F's position, supporting author's problem with it
3 - Discussion of how other theorists attempt to resolve author's problem
4 - Consideration of some wiggle room F leaves in his position that could possibly accommodate author's problem, but author is ultimately unsatisfied
